For the past 30 years, Mr. Crispin has maintained an active litigation
practice, trying cases and arguing appeals in state and federal courts,
including the federal bankruptcy courts while practicing telecommunications law before the Federal Communications Commission ("FCC").
He has litigated a variety of commercial disputes including cases involving
intellectual property, software licensing, domain names, commercial contracts,
business torts, insurance coverage, professional liability, land use, government
contracts, and labor and employment matters. He has also served as general
counsel to court-appointed receivers and has served as outside counsel to a
Fortune 500 company advising on qui tam liability.
In his telecommunications practice, he has represented major cellular and
PCS carriers in license disputes with the FCC, including the NextWave PCS
license cancellation case and has advised CMRS providers regarding FCC issues
as well as related state and local statutes and regulations. He has served
as trustee of a liquidating trust to dispose of certain PCS licenses. He
has also represented applicants for and licensees of radio and television
stations in contested proceedings involving character qualifications and
other regulatory issues, and he has advised clients seeking licenses for
new technologies under the FCC's auction rules.
Mr. Crispin received his B.A., cum laude, with highest distinction in his
major, history, from Dartmouth College in 1968 and his J.D. from the University
of Chicago Law School in 1975. Following graduation from law school, he was
an associate for three years with the Chicago law firm of McBride, Baker and
Coles, specializing in commercial litigation; was trial counsel to the U.S. Railway
Association in Washington D.C. for a year in the Penn Central Reorganization
litigation; and, joined the law firm of Verner, Liipfert, Bernhard, McPherson &
Hand in June 1980 as an associate in the communications law and litigation
groups. Mr. Crispin became a shareholder in Verner, Liipfert in 1984, where
he served on the firm's Compensation and Associates' Committees. He formed
his own firm with Dean Brenner, Crispin & Brenner, PLLC, the predecessor
firm to Crispin & Greenberg, PLLC.
Mr. Crispin has been married for more than 20 years; is the father of two
children; and served in the United States Army from 1969-71. His wife, Maureen
E. Mahoney, is the former Deputy Solicitor General of the United States. He is
admitted to the Bars of the District of Columbia, Virginia and, Illinois, as well as
the Bars of the U.S. Supreme Court, the U.S. Courts of Appeals for the District
of Columbia and the Fourth Circuits, and the U.S. District Courts for the District
of Columbia and the Eastern District of Virginia.
